Not out of the box. However, there is a mod called Skyrim Together for PC that allows multiplayer, but it's a bit tricky to get working.

Unfortunately, Skyrim doesn’t feature multiplayer on Xbox. Bethesda designed it as a single-player experience. Want multiplayer? Check out Elder Scrolls Online!
