I'd say Sonic Mania edges it out! It combines the best of classic levels with new twists and modern graphics, plus it pays homage to the old while feeling fresh.

Sonic Mania is like a glorious nostalgia trip mixed with fresh ideas, making it perfect for both old and new fans. But Sonic 3 & Knuckles is the OG classic with that iconic lock-on technology. Both are awesome in their own ways!
