Nah, Target's still selling Pokemon Cards. They just had to stop for a bit because of crazy demand and some safety issues in stores, but they're back. You might find less stock depending on where you are, or they might have them behind the counter now.

Yes, they are! Saw a bunch at my local Target last week. They keep them near the electronics section now.
