Nope, Hoopa's not the strongest Pokemon card out there. Cards like Charizard VMAX or Pikachu VMAX have higher HP and can deal more damage. Hoopa's cool and all, especially if you're talking about its unique abilities, but in terms of raw power, there are heavier hitters in the TCG universe.
