Honestly, trying to repair Pokemon cards might not be worth the effort, especially if they're valuable. If a card's seriously damaged, its value is already decreased. Better to keep them in good condition from the start than to try and fix them up.
I've fixed a couple of my cards before! If it's a clean tear, I use a tiny bit of super glue, applied with a toothpick. You have to be super careful to not use too much, or it'll seep out the sides and make it look worse. It's not perfect, but it makes the card playable again, at least casually.
