Yep, training is totally permanent in Fallout Shelter. Once you train your Dwellers in any of the SPECIAL stats (Strength, Perception, Endurance, Charisma, Intelligence, Agility, Luck), they keep those boosts forever. So, feel free to buff up your Dwellers to your heart's content, knowing their hard work sticks with them!

Training is forever in Fallout Shelter. Invest the time, reap the benefits indefinitely. Nothing like a well-trained Dweller to keep things running smoothly underground.
Not sure why there's even a debate here. Once you've trained your dwellers, those stats are theirs to keep. End of story.
Gotta say, the permanence of training in Fallout Shelter is a bit overrated. Sure, the stats don't drop, but managing resources and survival is where the real challenge lies.
