Nope, Usopp isn't black. In the SBS Vol. 56, Oda said he'd be African if One Piece characters were real, but that's more about nationality than race. One Piece characters are all about fantasy, so think less about real-world races and more about the story.

Short answer - It's complicated. If we go by Oda's SBS notes, Usopp would be African in our world. But One Piece is all about fantasy, so he's just Usopp there.

Usopp's ethnicity in One Piece isn't clearly defined as the show doesn't explicitly delve into real-world races. However, the creator, Eiichiro Oda, did mention in an interview that if the One Piece world did mirror ours, Usopp would be from Africa.
