You can totally use Xbox One without Xbox Live. But if you want to join the online fun and play multiplayer games, Xbox Live Gold is a must!

I use my Xbox One mostly for single-player games and apps. You can do that without Xbox Live, but for any online play, Xbox Live Gold is essential.
