Honestly, whether you kill Dubrovsky or not in Starfield depends on your own moral compass and the type of character you're playing. If you're going for a ruthless space pirate vibe, maybe taking him out is the way to go. Otherwise, maybe there's a chance for a more peaceful resolution.
In my playthrough, I decided not to kill Dubrovsky. It opened up more interesting dialogue options and he ended up being a useful ally.
