You don't need to play Total War: Warhammer 1 before 2, but it definitely enhances the experience. 2 has some cool new mechanics, but the first game sets a solid foundation and gives you access to more factions if you own both!
I played Warhammer 2 first and had no issues. The game stands well on its own and you'll get into the lore quickly enough.
