Nope! From what I've read, Akira Toriyama originally didn't plan for Dragon Ball Z. It just evolved from the success of the original Dragon Ball series.

I read an interview where Toriyama said he didn't have everything planned but kept building on new ideas. That spontaneity made it so awesome, IMO.
