I mainly get Hard Wired gear pieces by grinding the Parts & Tech projects from the Theater Settlement. It's a bit of a grind, but worth it.

In The Division 2, you can farm Hard Wired gear by completing the 'District Union Arena' stronghold and related project missions. Also, don't forget to check out the targeted loot areas for gear sets!
Just hit up the 'open world' and head to areas where the targeted loot is Hard Wired gear. Easy peasy!
Straight up: farm District Union Arena on Invaded. Drops Hard Wired gear every time for me!
