Without a doubt, it's the Bat Dragon. Limited to the 2019 Halloween event, it's super hard to find now except through trading.

The rarest pet in Adopt Me has to be the Shadow Dragon! It was available during the 2019 Halloween event and is now only obtainable through trading.
