Research packs in Fallout Shelter aren't a thing. You might be mixing up terms or thinking of a different feature. The game focuses on building and managing your Vault, assigning dwellers to different tasks, and exploring. For boosts or extra items, you have Lunchboxes, which you can obtain through gameplay or purchase.
Are you sure you're not confusing it with another game? Fallout Shelter has Lunchboxes for items and caps but no 'research packs'. Always fun to open a Lunchbox though!
