Those 'skirt things' are actually called the vertical maneuvering equipment or ODM gear. They're used by the soldiers to zip around and fight Titans! Think of them like jetpacks but with more cables and less fuel, lol.

It's the ODM gear. Helps them fly around like ninjas to fight Titans. Not skirts at all.

From my experience cosplaying, it's all about the ODM gear. It helps them evade and attack Titans with style and speed! Worth every penny spent on the costume, trust me.
