Those 'skirt things' are actually called the vertical maneuvering equipment or ODM gear. They're used by the soldiers to zip around and fight Titans! Think of them like jetpacks but with more cables and less fuel, lol.

From my experience cosplaying, it's all about the ODM gear. It helps them evade and attack Titans with style and speed! Worth every penny spent on the costume, trust me.
They're not really skirts. They're part of the Omni-Directional Mobility Gear (ODM). It's what lets the characters swing around like Spider-Man!
