As a longtime player, I can tell ya, they're mostly shouting their special move names and taunts. Keeps the fight exciting!
Mostly, they're yelling stuff like 'Hadouken!', 'Shoryuken!', and 'Sonic Boom!'鈥攖hose are the special move names for Ryu, Ken, and Guile.
They're saying things that pertain to their moves and character backgrounds. Like Ryu鈥檚 'Hadouken' means 'Surge Fist' in Japanese.
