Electric Pokémon like Raikou can zap Salamence down, but Ice-types like Articuno are your best bet because of the double weakness.

Fairy-types like Togekiss and Gardevoir can also do a number on Salamence since it's weak to Fairy moves.

Ice-type moves crush Salamence because it's double weak to them! Try using Mamoswine, Glaceon, or Weavile.
