One Piece anime doesn't exactly follow the manga chapter by chapter because of pacing and additional filler episodes. It adapts the story arcs from the manga into episodes. Anime doesn't work by 'chapters' like the manga does. Instead, think of the manga chapters being adapted into episodes. Sometimes a couple of chapters get combined into one episode, or one chapter can be stretched into multiple episodes. That said, the current anime episodes are usually a bit behind the latest manga chapters due to production time.
