Fallout 76 is set in West Virginia, not a city but a whole post-apocalyptic version of the state filled with mutated creatures, fascinating locations, and the remnants of society trying to rebuild. So, it's more of a where's-the-nearest-power-armor kind of place than where's-the-nearest-Starbucks situation.
