GTA San Andreas is based on multiple cities, but the primary inspiration is Los Angeles. The game also draws from other parts of California and Nevada. Think of it as a greatest hits album of the West Coast.

It's mostly Los Angeles. Don't listen to anyone trying to complicate it; San Andreas is basically virtual LA with some extra flavor.
