For the Resonance Bell quest, you meet an NPC named Maestro Evreth in the Birdcage. He says, 'Only those of extraordinary strength are worthy of Resonance. Prove yourself by facing the Echoes.' After you defeat the Echoes, you return, and he grants you a Resonance Bell.
