Honestly, levels are just a number. What really matters is how you assign and equip your Dwellers. Sure, higher levels mean stronger Dwellers, but without the right strategy, it's kinda pointless.

In Fallout Shelter, levels are a way to measure the progress and development of your Dwellers.
