NPC houses in Terraria need a few basics to be considered livable. First off, you'll need a room that's at least 60 total tiles but no more than 750, so they don't feel like they're living in a broom closet or a mansion. Walls are a must - can't have the wind blowing through! Also, throw in at least one light source, a chair, and a table. Don't forget a door so they can actually get in and out. Making it cozy enough for them means they'll move in and start offering you their services or goods. It's like real estate; location, location, location!

Trust me, I made my first NPC house out of dirt. Dirt walls, dirt floor, and somehow, they were cool with it. Light, door, table, and chair were enough. Low standards or just happy to have a roof? Who knows!
