Honestly, you can only consider it over when you feel like there's nothing left to blow up. So, never, basically.
I consider the end when you finish the final story mission and watch the credits roll. Anything after that is just extra fun!
Played every bit of DLC, maxed out everything, and saw the story through? That's the end, pal.
For me, it's when you collect all the achievements and complete every side quest. Full completionist vibes!
