In GTA, 'on call' is basically GTA's way of letting you hang in a virtual waiting room without actually being in a waiting room. You get to play around in the game instead of sitting on a boring lobby screen till everyone's ready.

'On call' in GTA means you've joined a lobby for a mission, race, or heist but you can still roam around the game world doing your own thing until enough players join and the event starts. It's super neat for not wasting time just staring at the lobby screen.
It's just a fancy term for waiting around. Don't get why it's a big deal.
