Parallax in Terraria is all about how the background moves when you're walking or running through the game. Parallax? Just a fancy word for making the scenery look neat-o as you hustling through the biomes. Doesn't change the game, but sure makes it prettier!
It changes the background movement speed. Higher parallax = slower moving background. It's just a visual thing, doesn't affect gameplay.
