'ROW' stands for 'Rest of World', which is a term used on Steam to indicate that a game key can be activated and played in any region that doesn't have a specific region lock. Basically, if you see a game labeled as 'ROW', you're good to go no matter where you are on the planet.

Actually, I think focusing on 'ROW' is missing the point. Steam's all about bringing people together from all around, regardless of the version they have. 'ROW' or not, it's the games and the community that matter, right?
