Takahashi only says one thing, and that's 'Nan-ni shimasho-ka?' It means 'What will you have?' in Japanese. Pretty much all you'll get out of him unless you're really into noodles.

He just says 'Nan-ni shimasho-ka?' which is basically asking what you want to order. It's his only line but honestly, it's enough to make him memorable. Who knew a robot could make noodles so interesting?
