Xbox Live Silver is free, but it doesn't give you much beyond access to the store and some apps. Multiplayer requires Gold.

You can download game demos, use various non-gaming apps, message friends, and track achievements with Xbox Live Silver. No multiplayer gaming though!

Xbox Live Silver, now known as Xbox Live Free, gives you access to the Xbox Store, game demos, free games, and apps like Netflix. But no online multiplayer gaming – that's reserved for Gold members.

I've used Xbox Live Silver, and it's cool for game demos and Netflix. But if you want to play multiplayer games, you'll need to upgrade to Gold.

Other than letting you spend money in the Xbox Store, Xbox Live Silver doesn’t give you much. Gotta pay for Gold, baby!
