Actually, PvZ didn't rely on something like Unity or Unreal. It was all about the PopCap Games Framework, an in-house tool that did the trick.
Plants vs Zombies didn't use any of the big-name game engines we talk about today. It was developed with PopCap Games' own internal framework, known as the PopCap Games Framework. This proprietary engine was pretty versatile, allowing them to create a game that's both simple and engaging.
PvZ was made with the PopCap Games Framework. No mainstream engines involved!
