Terraria was built with XNA, a set of tools by Microsoft that's pretty awesome for developing games. It's kinda like the unsung hero of indie game development, getting Terraria from pixels to gameplay!

Actually, it's a bit of a trick question because while Terraria was originally developed in XNA, it's more about how the devs used the framework to make the game shine. So, you could say XNA is the base, but the real magic is in how they crafted the game with it.
