Pokemon TCG is not 'based on' a game in the traditional sense, it's part of the larger Pokemon universe. The Pokemon universe started with video games on the Game Boy but expanded into different media, including the Pokemon Trading Card Game. So, while it's all under the big umbrella of Pokemon, the TCG is its own unique beast.

Actually, Pokemon TCG is its own original thing! It's inspired by the Pokemon video games, sure, but it's not directly based on any one of them. Think of it as its own branch of the massive Pokemon tree.
