Once you hit level 99 twice in Splatoon, the game lets you reset your level to ★1, also known as a "Star Level." You're essentially starting the level grind again, but with a shiny star next to your level to show off your dedication.
Nothing much changes, but hey, you get to flex that star, which is worth it!
