If you refund V-Bucks on Xbox, you'll get your money back, but any items you bought with those V-Bucks will be removed from your Fortnite account.

From my experience, when you refund V-Bucks on Xbox, the money returns to your account, but Fortnite takes back any items you bought with those V-Bucks.
