In One Piece, a kappa isn't your regular folklore creature, but it refers to Kawamatsu. Kawamatsu is a unique character, part of the Kozuki Family's retainers, known as the Nine Red Scabbards. He's a fish-man, specifically a Japanese pufferfish fish-man, who's often mistaken for a kappa due to his appearance and the kappa-style helmet he wears. So, while he's not an actual kappa from the myths, his design and personality traits pay homage to these legendary creatures!

Actually, there's no real kappa in One Piece. Kawamatsu's just a fish-man, not a mythical creature. The kappa thing is more of a nickname 'cause of how he looks.
