Inert Flux in Fallout 76 is what you get when the raw flux you've harvested hasn't been stabilized with Hardened Masses, Glowing Masses, and High-Radiation Fluids. Basically, if you don't use it fast enough, it turns from a useful crafting material into just dead weight in your inventory.
