It's just a fancy term for a way to dig through your deck for a Mountain card. Pay the cost, discard the card, and voila, a Mountain appears in your hand like magic (pun intended).
I've used mountain cycling in a pinch during games. Helps thin the deck and gets you what you need when you're land-starved. Essential strategy for red-based decks.
