The best civilization in Rise of Kingdoms depends on your playstyle. Rome is great for combat with its infantry buffs, while Germany is awesome for training speed. Personally, I like China's building speed boost for a quick start!

I think France is the best, especially for healing speed. It saves a ton of resources and keeps your troops in the fight longer.
