The Overseer's Guardian is where it's at for sniping. Sold in Vault 81, this rifle can be modded to be a beast of a sniper. What makes it awesome is its unique effect of shooting an additional projectile with every shot. Double the trouble for anyone on the receiving end.
I've gotta throw a curveball and say the Hunting Rifle. Sure, it's common, but mod it right, and it becomes a stealthy sniper's dream. Cheap to maintain and ammo's everywhere. Sometimes, simplicity wins.
