The largest Pokemon card that's a whale would be Wailord. It's literally the biggest in terms of the Pokemon world, making its TCG card one of the most memorable whale cards out there. Plus, who can forget that massive HP?

Wailord EX from the EX Sandstorm set is the one you're looking for. It's a HUGE card, both in the game and lore-wise. Pretty much the Moby Dick of Pokemon cards.
