lvl 50 is where it caps out. Maxed out dwellers = ultimate vault!
Honestly, don't sweat the max level too much. What really counts is how you equip and assign your Dwellers. A level 50 with poor gear is still a sitting duck. Focus on balancing your resources and exploring the wasteland for that sweet, sweet loot.
