It's called Self Radio. You can create a custom radio station playing your own music files. Just make sure they're in a supported format (MP3, WMA, M4A) and placed in the correct folder in your GTA V directory. Then, tune into Self Radio in-game and enjoy.

Actually, the media player in GTA V, also known as Self Radio, lets you play your own music but it does take a bit to set up. Once you do, though, it’s pretty cool to have your own soundtrack while playing. I’ve set up mine to play nothing but 80s hits. Driving through Los Santos has never been more epic.
