The 20th Ward might seem chill, but it gets pretty intense too, especially with the battles that Kaneki and his crew face. But yeah, 11th Ward takes the cake for danger.
Honestly, all of Tokyo in the series is dangerous. Can't pick just one ward.
From personal experience watching the show, the 11th Ward is where things get really wild. Aogiri Tree makes it super risky, and the fights there are intense!
