Gonna play devil's advocate here: rarity's cool, but what about the card's story? To me, a card's lore can trump its scarcity. But yeah, Pikachu Illustrator if we're talking straight rarity.

Definitely gotta say the Pikachu Illustrator. But don't forget about the Trainer No.1, No.2, and No.3 cards. These were awards for top players in Pokemon Card Game tournaments and are ridiculously hard to find.
