Anime first, definitely: Season 1, Mugen Train (either the movie or the TV adaptation), then Season 2's Entertainment District Arc, and finally Season 3. The manga can be read anytime for extra details!

For the best experience, start with the manga in order: Volumes 1-23. For the anime, go in this order: Season 1, Mugen Train Arc (movie or episodes 1-7 of Season 2), Entertainment District Arc (episodes 8-18 of Season 2), and end with Swordsmith Village Arc (Season 3).
