Honestly, the rarest kit? Just go with any of the seasonal or event-exclusive ones. You won't see them pop up often!
Aside from the seasonal ones, I'd say the Vulcan kit is pretty rare since fewer people use it.
From my experience, the rarest kit is the 'Crypt.' It was only available during an exclusive event and is really hard to get now!
I think the Rifted-Walker kit could be considered the rarest because it often requires special events to unlock.
