Personally, I think Shiny Flower Crown Togepi takes the cake for being the rarest. It was available only in eggs during the Easter event, so good luck with that one!

Shiny Mewtwo is rare, but no, Shiny Mew is the ultimate rare because it was only obtainable through a special quest line!
