For me, the rarest skin has gotta be the Ace Pilot skin from the Halloween 2019 event. It was limited and not many players have it.

The Froggy skin is super rare in Arsenal, mainly because it was part of an April Fools event! Good luck finding one!

Honestly, rarer skins exist, but Unusual skins with Particle effects are pretty up there! They're hard to come by and look awesome.
