Honestly, it depends on your play style. X-01 Power Armor offers the best damage resistance for sure. But some might argue that agility and stealth builds benefit more from lighter, modded armors. So, strongest? X-01 for taking hits, but don't sleep on a well-crafted set of custom armor for other perks.

The strongest armor in Fallout 4 gotta be the X-01 Power Armor, hands down. Fully upgraded, it's a beast in terms of defense. You find it in the game as you level up, more pieces start appearing in the world. But to get a full set, you usually have to be around level 28 or so. It seriously makes you feel like a walking tank.
