X-01 power armor takes the cake for being the strongest in Fallout 4. You won't be finding it just anywhere though; it typically starts spawning when you hit level 28 or higher. So, keep your eyes peeled, and once you get it, you'll be stomping through the Commonwealth like a true wasteland boss.

Honestly, the whole debate boils down to personal taste. I mean, yeah, the X-01 is technically the strongest, but don't sleep on the T-60 or the classic T-51. Sure, they're not TOP tier, but with the right mods, they're more than capable of getting the job done. Plus, they've got style.
If strength's what you're after, aim straight for the X-01. It's the beefiest suit you can get your hands on in the game. Sure, you might look like a walking tank, but nothing says 'back off' to a Deathclaw quite like this bad boy.
